Why an Audit?

There are different kinds of audits for different reasons and Windsor’s auditor general wanted to conduct a value for money audit of certain activities at Enwin Utilities as well as other areas of the city.

But the auditor general was fired and his plans never approved.

Conducting an audit doesn’t mean there is any wrong doing.  Value-for-money audits are used to find out whether or not money was spent with due regard for economy and efficiency and whether appropriate procedures were in place and/or followed to measure and report on the effectiveness of city agencies, boards and commissions – like Enwin Utilities.  

It’s a smart way of doing business.

The Auditor General would consider a number of things when selecting which programs to audit. These factors include: the results of previous audits, the total revenues or expenditures at risk, the impact of the program or activity on the public, the inherent risk due to the complexity and diversity of operations, the significance of possible issues that may be identified by an audit, and the costs of performing the audit in relation to the perceived benefits.   

Auditor Generals are finding that for every $1 spent on an audit, another $4 in savings can be found.

That can mean lower hydro bills.

And since the auditor general was fired, there is no one left to direct an audit  – except for the audit committee – including Max Zalev, President and CEO of Enwin Utilities – and city councillors. 

And they are not independent.
